Why is there no sheath on the ground wire on the Hot Stack Plus?

I've used the STK-S9B in the bridge of my Strats before and it's an excellent choice for heavier music, but I've noticed that Duncan just leaves the ground wire bare. No sheath on it at all. And if that wire is touching something it's not supposed to the pickup will not work. This has happened twice to me before when screwing the pickguard back down and testing the pickup with a screwdriver.

So my question is why do they not put a covering on that ground wire? Duh?
