That's exactly it. They're great when used with another pickup. All my rails guitars have coil cuts in them. It's always usable, but mostly in concert with another pickup. I sometimes use the neck as a single by itself, though too. I'm getting ready to try a Hot Rails bridge/neck hybrid. One coil from each, used in the neck position. When I cut it, I'll cut to the Bridge coil for more output.
I'm also not afraid of low output. I'll just bring the gain up, or kick on a boost pedal, or dig in harder. But for some people, having a guitar with tones ranging from high output humbucker to vintage output single is frustrating. They like it more balanced. To me I like to play off of it, using it like different gain stages.
