Thus far, they are "Blockbustering" ... Pretending there are no problems and they might go away.
They are most likely stalling to wait on new leadership... Most likely they have no other marching orders to fall back on.
PE driven financing is more about getting money out of a system than nurturing and growing. So it is likely that nothing will change until new leadership takes over.
