Abnormally Low Output Reading - Cause?

There's a bass pickup that I'm considering buying (and I can't see it in person) that has a reported output of 1.0 k ohms... which is very low I assume... Now, what do you think could have caused this? The seller says a rewind is necessary, but could it just be a faulty wire or some other easily fixed thing? Also, how much is a rewind at the custom shop? Thanks.

it could be an active pickup but the person dosnt realize that. or the pickup could just be plain faulty. I know KWS or something like that pups rewind anything to your specs for 15 bucks.
