Yea, if the coat your shooting over is completely cured, there can be a problem of the next coat not bonding. I also worry about chemical incompatability, perhaps too much. Nonetheless, improving bonding from coat to coat is why it's reccomended that completely cured paint be scuffed first, or you get on it before it becomes too cured.
With most base-clear systems you can move to the clear coat as soon as the color coat is dry enough, usually about 15-20 minutes depending on the paint. You can shoot another clear coat over a clear coat, after it flashes what they call "hand slick". This usually takes about 12-15 minutes, but it depends on the paint and the conditions. You don't want too shoot again too soon, or if it's still too tacky, as that can cause problems of pin holes...ect.... With poly, they reccomend that the clear coat not be taped or buffed for at least 24 hours. Usually the color coats are considered free to tape after about 30 minutes.
Try to avoid shooting the clear if the tempature exceeds about 70* F. When it's too hot, the outer surface of a wet coat drys, before the solvants have evapoarted out from below, causing all kinds of problems. Also make sure there's enough ventalation that the solvants don't settle back down onto the surface of the top coat as it cures.
