You're right - the amp says 3 amps, as do all the schematics you'll find for 40-watt 2x6L6 Fenders. What it doesn't say is that it needs to be a 3-amp slow-blow. When you power an amp on, there is a momentary inrush of current that can exceed 3 amps. The slow-blow fuse forgives these short surges, and only blows on sustained (more than a few seconds) overcurrent conditions.
Glass slow-blow fuses are easy to distinguish - they are the ones with little coils inside that look like springs. Regular fast-blowing fuses just have a straight wire or metal bar.
Get a 3-amp slo-blo. Radio Shack should have them.
