So I'm still looking around for my new amp and have found some interesting prospects.

As I was re-reading a couple of posts I do want to clarify that I've spent $500 total on the amp repairs in the last 6 months, not just on the most recent recap/retube/rebias.

The whole point was that it has had multiple issues, including problems with the vibrato as well as an end user IQ issues (not even the best tech can fix that ;) ).

Glassman also had a good point about the sterility at low volumes. After working with the amp, I find I actually like the tone for overdrive/distortion far better now when the amp is open halfway or so. The clean sound thickens noticably as well when it is pushed somewhat. Oh yeah, the amp has much less noise now, even at low volumes.

Still, I do want to clarify that the amp is back to stock again, just as I asked for it. I believe that the repair cost is totally fair. You have to consider that they're going through a 40 year old amp and troubleshooting years of mods, failed component replacement, and making necessary changes to get the amp back to stock-that takes time. The guys know what they are doing there, give great advice and get my highest recommendation. They even call me when they get the amps if they have particular questions, have suggestions, etc. You don't get that kind of service at the vast majority of shops (IME).
