For anything less expensive than the Super Shifter, you could check out eBay, inexpensive multi-effect processors, or plain octavers (if that is enough for your needs). The DigiTech RP series are not the highest-quality multi-effect processors available, but they do have built-in Whammy effects, and they are less expensive than the real thing. A real Whammy is about the same cost as getting the Boss PS-5 plus an expression pedal. Some of the higher RP units have built-in expression pedals, and they still cost less.

Unless you spend alot of money on a pitch-shifter/harmonizer, it is going to sound tinny and crappy (which is what you get from most multi-fx)

The Whammy is the only thing that has really cut it for me.

I have an old Boss Harmonist, which uses Smart Shifting, and it tracks almost perfectly; however, it does not have a jack for an expression pedal. In my Korg AX1B's pitch shifter, the tracking is flawless, but it does not use Smart Shifting, and it does sound tinny at extremes.

I have a couple old Boss Pitchshifter/delays (the PS-2 and PS-3) . . . if you're looking for some cool harmonizing, either pedal can do it with decent tracking. The octave lower settings play slightly after you play the note, so it can confuse your timing a bit if you don't have a good sense of rhythm. The PS-3 is probably my favorite pedal simply because it has an expression pedal input that you can use to do whammy-style note bends. What exactly do you want the pitch shifter to do?

For harmonized runs, something with Smart Pitch Shifting would be the best, but those are usually in the more expensive processors. They synthesize a note relative to the note you are playing and choose the minor and major voices based on the key you select. The pitch shifter settings in my Korg transform the actual note coming in to a selected interval. The result is perfect tracking, but you are stuck with one interval, so the harmony will be out of key. This can be dealt with if you are skilled enough to move the rocker pedal to the right point with specific notes, or by setting the interval to 4ths, 5ths, and octaves only.

Yeah, the old HR-2s would be your best bet. I wanted a PS-5, but I realised I'd be paying for effects I wouldn't be using, like the whammy and flutter effects. They are quite cheap on eBay now.

thanks. Was messing around on ebay and won a wah and zoom multi-effect for $35 shipped. I can mess around with the harmony settings and see If I want to fork out more money.
