I just turned my amp on to play some clean stuff an hour ago and noticed i was getting breakup at even low volumes. I just ignored it for a while until i started messing with the knobs and figured out that didnt help.. so i turned the amp around and one tube wasnt glowing anymore and the other wasnt glowing very much.. i just put these tubes in yesterday (JJ 6l6gc) and they were working fine! How could this happen? I popped in my old El34s and hit the bias switch and they were working perfectly. The tubes were brand new.. i dont understand whats wrong.. was it the tubes or the amp?

If the amp works fine with other tubes, it's probably the tubes that were bad. New tubes can fail quickly. That's why a lot of dealers will burn 'em in. As for why they failed, the reasons can be numerous.

Wait i just remembered.. last evening there were 3 power sags in the neighborhood (maybe surges too) where the power died and came right back on within a second.. the amp wasnt on but it was plugged into the wall. Could that do anything to tubes you think?
