No. Because of the way the magnets are positioned in P-90's, when you turn the PU upside down, they're in the same position again. It's because the two magnets are laying inside a P-90 repelling, instead of attracting. Try it, you'll see.

Strictly speaking, one coil cannot be electrically out of phase with itself.

The phenomenon described above is purely magnetic.

You can't. You can change the pickups polarity though. P90s are either N-N or S-S where - is representative of the screws. You have the same magnetic direction facing each other and repelling. If you swap one magnet it gets really weak. N-S would be a representation of that. It isn't out of phase with itself, you have just monkeyed with the magnetic field.

Now, the only reason I can think of, that flipping both would matter would be to achieve humbucking in a 2 pickup on scenario.
