From what I have heard, I think the answer is no. In fact, I'm pretty sure they make it worse in some cases.

They'll make it worse if they aren't properly wax potted. If potted correctly, they are about the same. They can shield against some 60-cycle-hum though, like in the case of the Phat Cats.

Covered pickups tones the highs down about 4-5%

From experience it makes no difference though at times it looses clarity...

These days, not much difference. You can lose a bit of "attack", but your pickup is protected from damage - plus, I like the way covered pups look.
