dry/wet signal

hi, guys
i hear the term dry/wet signal when talking about using pedals etc,

(1) does dry signal mean, pedal DOES NOT effect the sound of that signal yes/no ????

(2) does wet signal mean, pedal DOES effect the sound of that signal yes/no ????

please can you guys explain,

Dry is the straight in altered signal that the effect receives. Wet is the signal after it has been acted upon by the effect.

Wet would be JUST the affected signal though, so if we are talking about a delay, it would be JUST the echoes, not the original signal before the echoes kick in. The Vapor Trail has a jack on the side to send just the echoes to a different place than the dry signal (to a separate amp, more processing, etc).
