what exactly do dynamics do. this is mostly a question for dynamics with vocals....(like the settings on a recorder or something of that nature)

Dynamics refers to nothing more than rises and falls in the volume of a track. Typically vocals are very dynamic because people can sing extremely softly then blow the pre away with a loud vocal. I think this is what you're meaning.
