I hadn't used it in a while and put it up for sale. So i hooked it up again to make sure i still wanted to sell it, and now the delay time is insanely fast. I checked the input voltage, and it's 9.5. I checked the seating of the 4 chips also, and no improvement. The vibrato/chorus also seems to be active with the knob all the way down.
