It's probably the polysester sealer they sprayed on the wood. Lots of guitars have thick sealer covering everything that is hard to sand, especially wood that needs grain filling.Unless you're planning a transparent finish, just get that stuff flat and you can paint right over it. Otherwise you may have to bust out the heat gun to get that stuff off.

Do NOT just paint over that without first using a sanding sealer and primer. And you'll need to allow a month or two to allow it to cure before continuing. The other option is to remove it all...my strongest suggestion. Then seal and paint.
Believe me, you will regret that you didn't put the time and effort into removing all of the old finish first. (Been there, done that).

How did you go about stripping the finish? I'm trying to sand down a Chinese epiphone LP and so far all I'm getting is a hoot workout and about 13cm of bare wood on the entire neck :/

Hand sanding is ridiculous. I think it was Dominus or ItsaBass or some other forum member who told me about a good paint remover for this kind of finish. Try "Jasco Premium Paint & Epoxy Remover". Works pretty good and saves a lot of sweat and sore hands.
