I didn't realize those Boss Katana 50s 1x12s were only 229.00

Good lord -I wouldn't consider anything else for a beginner.

Those amps are so feature rich and sound great

The first amp that I bought when I started playing again was a Roland Microcube. It sounds way better than it has a right to for it's size. It's got plenty of sounds, though not footswitchable. It also has a line out and aux in. Which means that it can get as loud as whatever PA that it's put through, if needed later.
You can find them used for <$100 US.

Any Roland/Boss amp is probably going to be impossible to beat in the sub 400.00 amp category

They are the innovator and best company at 2 factors of which are valued in OPs original question.

They make the best solid state amps in music history, They are the greatest innovator of digital effects and modeling -but those together and it's hard to beat at an entry price point.

SO be it a Microcube, a Cube, a Katana or whatever -if it's 100 -400 bucks, it's the best in class.
