What I meant by "switching" the pre-amp tubes was not replacing them. I just swicthed them around to different sockets.
I've googled amp repair places for my area (Seattle) and the going rate seems to be $80 per hour. I'll have to save my beer money for a few days to afford it. :D

Do you live near me.?
A Lot of those amps have a rectifier to run the preamp tubes on DC. That rectifier has failed on many of "those" amps.
But that would mean pulling the chassis and taking some voltage readings.
Have you tried jumping the loop.?
At any rate.....I would say the other guys have already hit on it...most likely it is not a bad OT.
Did you to try swapping in some new pre tubes.?

I tried plugging into the return of the effects loop if that's what you mean by "jumping the loop" and got no sound.
I have the chassis pulled from the cab, how would I check the voltage readings?
No, I haven't tried new pre-amp tubes yet.

Yeah...OK.
Do not go to any expense you cannot afford. Buy one if the money is no big deal, or borrow one from a friend.
Having trouble opening Adobe on my computer, but from the paper schems I have in my book...looks like your preamp tubes are indeed running on DC. THAT rectifier might be bad.
As others have said, it CAN be real hard to see the heaters light up on pres. Never seen it so bad that you cannot see SOMETHING in a darkened room.
Can you see anything if the lights are out and the room is dark.?
Anyway...a meter would take all the guess out of this.
