Best method is to take it down to the bare metal and prep it for new paint. Doesn't matter if it's a wrap or paint. A proper prep will give the best results.
As for the treadle foot pad, unsure where a plain replacement can be had. Dunlop might have them in their parts store or email them. Or find a cheap dead Crybaby somewhere and swap the entire treadle out.
Should be possible to heat the tape and then use a wide flat razor to cut under to pull it up. At least that's how we always got it off skateboards.Board tape is pretty cheap and can be reapplied easily after the painting is done.
