Legato is essentially sounding notes with your left hand. Hammer/pull runs in particular.
Economy picking is breaking alternate picking to save distance. If you have two notes on adjacent strings, you'd hit each note with the same stroke, rather than changing pick direction for the second note. Down-down instead of down-up, for example.
Perhaps, but Yngwie isn't the only player that got fast, either. When it comes to timing, nothing is less forgiving than a metronome.
Besides, you propose a paradox. If I keep up with Paganini, that will make me faster - but to keep up with Paganini, I must already be fast
