Is a 50-watt JCM2000 with a 412 speaker too loud for home use?

Compared to a fender frontman, how would it sound for home use and recording?

Night and day.

Some people seem to be saying that lower wattages would be better, but I want to also use it for recording and playing live. Considering the fact that my brother works on homework two stories above my basement and needs to concentrate while I practice, is 50 watts too much?

Buy him earplugs and yourself a Weber MASS.

I keep a 90's Carvin X-100B with a 4-12 in my room. I use a Digitech JamMan Stereo in the effect loop.
By keeping the input level down I can rage all night and not have the cops pounding on my door!

Doesn't the Carvin come with a power scaling switch?

The Carvin does but it really only affects the headroom on the clean channel. The Carvin also has a switchable pad on the effects loop.
By setting it at the low setting, it keeps everything down to a whisper easier, just don't forget and hit the switch that turns the loop on and off!!!
