They work just fine. I have found no difference in performance and the values are within tolerance. I think a lot of the complaints folks have about capacitors have more to do with improper forming. While I don't find any benefit to some of the slow forming methods that some advocate and can potentially take hours...I also don't condone just flipping the switch either.
In the case of poor initial forming, you are actually hearing the difference in value, not an actual quality issue with the capacitor itself.
