Latency

I'm a little confused. I've always been under the impression that a USB audio interface will have higher latency than a PCI or firewire. Some dude in the shop told me that latency has nothing to do with the type of connection, and all that matters is the amount of RAM in your computer and the software you're using.
Is this true?

If it is, then are there any downsides to a USB interface?

That's not true!
The different sound cards have different DSP's ,processing power ,and BUS speed/Prosessor speed...USB 2,0 is enough for a high-speed signal transfer.But Firewire is better...
The most important things on Latency are the Driver quality ,and the Card efficiency...
