The Vox amp sounds like it needs a little tooling and it's a bit beat up, but it's also one of the amps I've been wanting for a long time. Think it's a good deal?

Heck yeah. The Vox kills the POD. If you found a fool for that trade, do it.
The maintenance that a Valvetronix requires to work perfectly is scrubbing out all the jacks with contact cleaner, and resetting the logic by holding all the channel buttons and powering it up.
I still think the blue grill Valvetronix amps were the best modelers, short of the new high dollar ones.

Its gonna be a couple weeks until I can check it out, but it apparently loses signal to the speakers intermittently. Sounds like a speaker clip problem, since everything else seems to work on it.

Don't tell the guy what the problem is, but I'm about 90% certain that the intermittent signal is because the FX loop jacks are oxidized. On mine, it started cutting out intermittently, and then I thought the amp was finished when it went dead. Another forum member told me his did the same thing, and it was oxidized jacks. I scrubbed them out with a Q Tip and contact cleaner or alcohol. The amp came back like new again.
I think this is going to be a common problem on cheaper amps, and it's just now surfacing because amps with FX loops are becoming vintage.

The sell downs on his ad were ripped tolex and a handle coming off. Been rode hard and put away wet, but its dat stereo amp I want.

I'm a fan of a hard looking amp, especially when that lowers the price. I'm really hoping I'm not getting yanked around with this "I'm not in town for a couple weeks" thing.
