I know I need USB and what is a good program that would be good for beginners but help you learn how to record? Plus would be necessary for a multi-fx stompboard?

I have Cool Edit Pro (Now called Adobe Audition) and I like it. It's only a cheap hundred dollar software or so, but it works for my needs. A good sound card or external USB one is pretty important. I've only got my computer's stock sound card, and it really takes away from what my recordings could sound like.

If you want a well-priced USB audio unit that comes with recording software, give the Tascam US-122 a try. It has two audio inputs with mic pre's, MIDI, it's simple to learn, and it's built very well. I believe they still come with a "lite" version of Cubase, which is nice recording software, as well as some other Tascam software. It's a very good deal - check it out.
