Purchased a
Wilkinson VS100N-HG Gotoh Licensed Tremolo - Honed Gold 2-Point Tremolo

It was not a Wilkinson VS100N-HG but rather the seller sent a Wilkinson WVS50K which is a much cheaper item and not made to fit an American or Mexican two point tremolo but rather just about any Squier or Asian two point tremolo. Before it was shipped I told the seller that from his picture the item did not look like what was listed. He said it is exactly what is listed so I figured he might have just grabbed a stock photo and did not cancel the order.

Once I received the order it was not as listed but was the lesser product. At that point I messaged the seller and he began lying profusely. He eventually agreed to accept the return for refund with me paying the return shipping. Both Paypal and Reverb said to wait until he provided a label through their official channels. This has not occurred. I was given the feeling that if I shipped it back without going through the proper procedure the seller might keep the return and not refund me. I have been shopping online for about 20 years on Ebay and lately on Amazon and others and have never confronted this kind of problem.
Any suggestions on the least expensive means of shipping the return that also covers me?
