He doesn't think it's worth that much. He doesn't even know what it's worth. He just wants to advertise it without accidentally selling it for too little. If you put something up for open bidding without knowing what it's worth, you might get less than you'd be willing to sell it for. I will be using a similar tactic pretty soon for some old rock-n-roll memorabilia that I want to sell (my dad's original Last Waltz concert t-shirt and a print of the 35mm theatrical trailer to 200 Motels).
