Yeah, Velcro doesn't work at all. Dual-Lock has better glue, but really, zip ties are the only solution.
Well, I have a vintage 70's grocery store pricing gun, so I was thinking about it.

Damn, almost better off being blind to find the knobs.
I sticker bombed one guitar once. The trick is to do it to a guitar where the tone doesn't matter and the pickups do all the work.
