Strange wiring on Les Paul

I opened up my Les Paul with the intent to upgrade the electronics. It appears to be modern wiring, with a wire going from the outer lug of the volume pot to the center lug of the tone pot. What is interesting is that there is a capacitor jumping the center lug of the tone pot and the outer lug of the tone pot. I have never seen this before. Is this type of wiring something anyone else has seen?

Unless one or other end of the capacitor is grounded, it cannot possibly do its job. Seems to me as if somebody has been messin' aroun' in the control cavity.
