I heard about a mod like thins on the chri broderick jackson model. Basically you have the tone knob but it works ONLY when pulled up. when down is total bypass in the circuit.
any idea where i could find one? probably i serached in an improper way!
I think the no-load tone pots that Fender uses work the same way, without being as clumsy. Basically, on 10, they 'click' off. To use them, you click them below 10 and they become active.

You can use a "no-load pot" to simulate this, and it will probably be easier and better
For the exact item you describe, it's just a "push-pull pot" (as you would use for coil taps) with the value and taper of your current tone pot, wired with your regular capacitor
It is just wired through the switch (the push-pull terminals under the regular pot part) to only be engaged when pulled up. Pushing it down bypasses it.
If your heart is set on doing this, (and there's nothing wrong with it), here's how I'd do it. "Out" simply goes to wherever you connect your tone control to.
