Suckers are covered in cutting oil. Only 5 bucks but I think I'm going to have to de-oil it before I use it.

Pretty much every set of feeler gauges I have ever bought were covered in oil. I wiped all the oil off the first set I ever bought and within two years they were rusty as hell.

Yeah, every one I've ever bought from any company (even the long stew mac ones for the nut slotting guard) were oily. Nothing a bit of rubbing alcohol and some paper towels won't take care of though.

When you want to use them, just wipe them almost clean with a cloth. Do your work, and when you've finished using the feeler gauges, re-oil them for storage. You can wrap them in greaseproof paper for storage after oiling them.

What kind of oil crust?

A light machine oil, like sewing machine oil, bicycle oil or '3-in-1' oil ... you can buy little bottles of these general-purpose household products in most supermarkets and hardware stores.

I'd get a set for $4 if I knew how to turn them into files.

I made my nut files from feeler gauges. I used a trangular needle file to file 'saw teeth' into one edge of each appropriate blade. I held the blade in a small vice and used my thumbnail as a guide, which was not a good idea ... I'd suggest wearing a thimble or using a small piece of wood as the guide against which to rest the file. Try to file as many tiny notches as possible, as closely and evenly spaced as possible.

So, why is this a "Warning"?

Of course they are covered in "cutting oil". Every piece of metal that goes through a metal break or press, etc or that is drilled and/or tapped gets a good coating of oil as an essential part of the manufacturing process. Often that oil is removed before the item goes to market, but many times it is left on because it also inhibits oxidation. That's a GOOD thing. It certainly should be wiped off (not entirely removed with alcohol, however) so as not to get all over the project you're working on. That's just common sense.
