It moves the thread to the top of the list in that particular forum, so that more people are likely to see it.

The proper forum etiquette is to limit bumps of a thread to once a day.

It just means that you "bump" it back to the top (ttt) so it will be where people can see it better. This is especially helpful when your post makes it to the second page.
