Where to put noise gate

Where is the best place to put a noise gate in the chain? After the preamp? After the modulation effects?

It depends. On a high gain amp, I'd probably put it in the FX loop, but if your using modulation FX, you might try putting the gate before them so, say, your phaser isn't wooshing with noise.

He basically means that it's the last effect in his effects chain before it goes into the input of an amp.
