Not exactly, most master volumes are in the preamp, usually right after the tone stack and before the loop, although there are exceptions, but generally all are before the phase inverter. The PI is the last "preamp" tube, although technically it is part of the power section. The post PI master volume puts a dual pot directly between the PI tube and the power tubes, which allows the PI tube to be driven harder and also, according to most, better control of the volume with less effect on the overall tone. Of course, when you turn it down, you still aren't pushing the power tubes hard, but you are getting some more saturation from the PI tube.
PPIMVs are generally a modification, especially to non-MV amps like old 4-input Marshalls although even on MV amps like JCM800s and the Laney above, again, they allow the whole amp to be pushed harder right up to the power tubes, you can just crank the original master and use the PPIMV to adjust the overall volume.
Sorry, can't help you on the Laney without more info. Laney makes some great amps, and I was a fan of the old AORs back in the day, but they did like to be run loud, even the channel switchers with all the pull boost knobs.
