I've used that industrial strength Home Depot velcro for years. The glue used doesn't stick well to rubber and will come off with time, so you really want to take the rubber off first.
I just mounted all my pedals on my powertrain with it. After 24 hours it's very hard to get the pedals off again. The hardest to keep on a board is a heavy Crybaby- I just ordered a Crybaby mounting plate from stompin ground- it gives you a flat surface to the bottom of the crybaby, giving it alot more grip.
I'm like to try Powergrip if I could find it in stores since it supposedly has better glue, but so far the home depot industrial stuff works, so long as you don't mount it on rubber
