Recording 4 tracks at a time

I use a tascam USB thing that will only allow me to record 2 tracks at a time. (I use cakewalk) Will this one allow me to record 4? I can read but I am computer stupid when it comes to the online explanations. that so much in advance.

unless I use the rca jacks i guess it will not. Sam Ash recomended an ECHO Audio fire 4.
It is $299. Anybody know of one cheaper?
