There's a difference between being beat up/worn/used looking but still in great playing condition and just neglect. The former may or may not have some dings, worn paint, or scratches, but it will have fresh strings, clean frets and neck, electronics that work, properly set up and intonated, etc. Ready to go for a gig at any given time. The latter probably has action a mile high, a warped neck, strings that will give you tetanus, doesn't hold tune, a layer of grease on the body that needs a sandblaster to remove, etc.
