Looks like a great base sound to use pedals with to.

I own a TSA15H. Very nice amp and it has the triode mode for reduction to 5 watts. It does work very well with pedals, which is common with very clean amps. It tends to be more quiet than other 15 watt amps I own and/or have played.
As always, 15 watts, and 5 watts for that matter, can be enough to upset neighbors depending on the situation. You didn't specify if the neighbor is in an adjoining apartment with thin common walls or 100 yds. away down the road and if you play in a room or basement that is somewhat naturally soundproof. For guaranteed neighbor friendly amps, one with a headphone out is the answer, and a solid state modeler is often called for.
I'm sure you'll like the amp and hope you are able to work out the neighbor issue.
