Ok im rusty a bit here. But if I wanna run my 100w Marshall head as a 50w and I pull the outter two tubes. I have to run the head at half the ohms of the cab correct? IE... 16ohm cab run off the 8ohm tap on the head right?

Bad idea just turn down the volume. Difference between 50 & 100 watts is about 2 decibles.
Theoredically you would have to re-bias the amp if you did that.
What you're talking about is guitar forum nonsense.

I ended up confirming it on google.
Wasnt trying to reduce volume. Was wondering what it would sound like as a 50w as Ive had a few 50w'ers I liked( and the stupid idea of being cheap at retube time lol)
Tried it....and the amp lost its 100w bottom end bounce and didnt really have a magic 50w'er sound(more a neutered 100w sound) maybe rebiasing woulda made it more like a real 50w...but im kinda over it now anyway. Lol
Put it back to 100w after 30min.

Re-biasing would only change so much. You're working with the larger transformers from a 100 watter for both power (higher current handling) and output (straight-up larger iron that doesn't saturate when pushed by only two EL34s).

it works with some amps, but usually doesnt do what ya want it to. as mentioned, it doesnt drop volume much and doesnt breakup much earlier. doesnt hurt to try it, but it hasnt been a successful experiment for me
