Well it is a prototype, and also has some features which were in development at the time, like the AANJ (first came in '93 on production guitars, Maxxas not withstanding; this one's different in any case), and what appear to be prototype/very early Evolution pups, which also came out in '93 when the Jem VWH was introduced.

This mahogany one has a basswood/maple twin, which was used live.

There was a hardtail Jem produced in 2009. It tanked.

Yeah, most were/are basswood except for the 7VWH, which is alder. There were various prototypes and one-offs made for Steve like the one in the op which were mahogany, and also ash.

There was once made of alder, I think it was the blue one.

The 7VWH is alder. It used to have an ebony fretboard instead of rosewood, but as far as I know it's always been an alder body.

It could a Chinese knockoff, considering it's flawlessness after 21 years of existence. And how did the guy get a hold of a proto anyway?
